New Mental Health Law May Signal Reform

The current draft of a new mental health bill, made available for public viewing and comment on the Legislative Affairs of the State Council website June 10, would ban compulsory mental health screenings and would allow patients diagnosed with mental disorders to be discharged from the hospital at their discretion. Patients with serious diagnoses would require the consent of their doctor or guardian.

In the mountain village of Xiejiaqiao, a line snakes through the center of the downtown crossroads as residents line up for an annual health screening given by doctors from a nearby town. By 10 a.m. on June 15, more than 400 people—half of the village population—have visited the clinic. As the line continues to grow, people begin to push others out of queue to secure a spot away from the rain.
